Introduction

Knowing your rights is the first step toward living with independence and dignity.

Laws at the federal and state level protect people with disabilities from discrimination and help ensure equal access to work, housing, public spaces, transportation, and community life.

Freedom Resource Center is not a law firm. We provide information and advocacy to help you understand these laws, speak up for yourself, and take action when your rights are violated.

Key Federal Laws

Americans with Disabilities Act (ADA)

  • Prohibits discrimination based on disability in employment, public services, transportation, and public accommodations.
  • Requires reasonable accommodations — changes or adjustments that allow equal access to opportunities and services.
  • Examples: Installing a ramp, providing materials in large print, adjusting work schedules for medical needs.

Section 504 of the Rehabilitation Act

  • Applies to any program or activity receiving federal funding.
  • Requires reasonable modifications and prohibits discrimination in education, health care, and community programs.

Fair Housing Act (FHA)

  • Protects people with disabilities from discrimination in housing.
  • Requires landlords to allow reasonable modifications and accommodations.
  • Examples: Allowing a service animal in a no-pets building, installing grab bars in a bathroom.

Key State Laws

Minnesota Human Rights Act

  • Expands protections for people with disabilities in employment, housing, public accommodations, public services, education, and credit.

North Dakota Human Rights Act

  • Protects against discrimination in employment, housing, public services, public accommodations, and credit transactions or lending.

Rights in Action – Everyday Examples

  • Workplace: Requesting assistive technology, flexible scheduling, or an accessible workspace.
  • Housing: Making modifications like ramps or grab bars.
  • Public Spaces: Ensuring events, transportation, and businesses are accessible.
  • Education: Requesting accommodations like interpreters, note-takers, or accessible course materials.

If You Face Discrimination

  1. Document what happened – write down dates, times, locations, and names of people involved.
  2. Report the issue – contact the organization, business, or service provider to request a solution.
  3. Seek advocacy – Freedom Resource Center can help you understand your options and guide you through the process.
  4. File a formal complaint – with state or federal agencies if needed.
